TEMCO was created by law under American Samoa Code Annotated (ASCA) Section 26.0106 as a coordinating agency to coordinate assistance, resource management, response and recovery efforts, and shall prepare and maintain a territorial assistance plan and keep it current. The law further states that the territorial disaster assistance plan shall annually reivew and adopt standards and regulations as necessary or appropriate in coping with disasters. |
