On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). This very important legislation is designed to kick-start the national and territorial economies through investments in areas such as:

- Investing in Science and Technology to Advance the Economy
- Modernizing Roads, Bridges, Transit and Waterways
- Developing a 21st Century Education System
- Implementing Tax Cuts that Make Work Pay and Create Jobs
- Lowering Healthcare Costs
- Providing Assistance to American Samoa’s Workers Hurt by the Economic Downturn
- Saving Public Sector Jobs and Protecting Vital Services for the American Samoa populace
This website seeks to maximize the Federal Stimulus funds received and expended in American Samoa. Building a transparent process for managing applications for these funds is critical to making sure that they are fairly distributed and well spent. If you think you have a project or proposal that may be eligible for Federal Stimulus funds, please fill out the form below, keeping the following in mind:
- This site is currently gathering information on the form below to help make sure eligible applicants get information, when it's available, about where and how to apply for funds, but no applications are being submitted through this site at this time.
- Stimulus funds benefiting individuals, like funds for unemployment benefits or Pell Grants, will be distributed through established channels – there is no need for individuals to submit materials on this website.
- It is expected that all Stimulus project grant and loan funds will be distributed to government, business and other organizations, not directly to individuals.
- The form should be filled out for each separate proposal or project that might be eligible for funding.
- The brief information requested on the form below should be provided even if it has already been provided elsewhere.
- Collaborative projects and projects which leverage other funds are highly encouraged, but project collaborators should work to make sure that each project is submitted only once.
- Based on early information surveys it appears highly likely that demand for funds will exceed the available supply, so not all eligible programs will receive funding.
- Providing information here will help avoid the need to unscramble problems arising from the same program being funded twice.
- Failure to submit information through this website may diminish your ability to obtain funds.
- Once the Federal Stimulus enabling legislation, administering regulations, and funding are finalized, those who have submitted forms regarding projects which may meet eligibility requirements will receive an email indicating where, when, and how to apply for funds. In the meantime, check back at this website (or sign-up on the front page for website update notifications) for any new information available. Our goal is to make sure that all potential fund applicants are treated equally and fairly and that everyone eligible has a chance to apply for funds.
