Accountability and Transparency
The ARRA mandates regular public reporting of project status, spending, and job creation and retention. Regular reports on the status of Federal Stimulus dollars are required to be filed with respective federal agencies, Congress and recovery.gov. This periodic reporting will include announcements for grant competitions, allocations of formula grants, and awards of competitive grants. The President's Council of Economic Advisors will report quarterly on the estimated impact on employment and economic growth.
Governor Togiola is required to report the following to each Federal granting agency, Congress and recovery.gov before the end of each distribution period:
- How funds will be used
- Whether funds were used correctly
- Jobs created/sustained by the funds
- Non-federal funding sources used to complete projects
Accountability and transparency measures include:
- Oversight of spending to prevent waste, fraud, and abuse
- Reporting compliance
- Competitive awards
- Whistleblower protections
The Federal Stimulus Office of American Samoa will establish procedures for tracking and reporting on Stimulus grants and programs that meet and exceed Federal requirements. These data and reports will be published on this website.
In addition, the American Samoa Federal Stimulus Office plans to provide users with the ability to directly download raw data on project/program description, location, status, budget, spending, public services and benefits provided, and job creation/retention.
